Maintenance Obligations
Are you aware of which standards apply to the various fire safety systems in your building? There are specific standards covering all aspects of fire safety, including the design, installation, components, manufacture, commissioning and maintenance of each system. The screenshot shown is from the BS 9999, which outlines the specific standard relating to maintenance. Is your maintenance company ensuring that each service visit complies with the obligations outlined?
AOV Takeover Servicing
Clause 9.3 of the BS 7346-8: 2013 outlines the scenarios where non-routine might take place and the considerations involved. These include repairing of faults or damage, modifications to the building’s use or occupancy, alterations to the building or on takeover by a new maintenance company.
When a new company takes over maintenance, they should carry out a review of the system and document any findings. A logbook should be installed to record findings and document visits.
If there are no existing records on the system’s performance, a new design performance should be agreed and approval sought from Building Control, the local Fire Authority and the building insurer.
Fire Alarm Takeover Servicing
Clause 46.2 of the BS 5839-1: 2017 outlines the procedures to be undertaken when a new maintenance company is appointed to service a fire alarm.
When a new company takes over maintenance, they should carry out a review of the system and document any findings. A logbook should be installed to record findings and document visits.
Major areas of non-compliance as outlined in 46.2(b) should be documented and identified to management; however, there is no obligation to rectify any non-compliances. The Responsible Person should take advice from the enforcing authorities, insurers and any other advisers as appropriate.
